BWB helped deliver the successful planning application for this £21million mental health facility for young people in Nottingham. We were appointed by Kier Construction to provide multi-disciplinary planning support services for the proposed 4-acre development at Foster Avenue in Woodthorpe. The plans outlined a partial demolition of the former Cedars rehabilitation centre and construction of new buildings to accommodate Child and Adolescent Mental Health Services, perinatal and education facilities with the campus being managed by the NHS.

BWB's Transport and Infrastructure team produced a Transport Assessment and Travel Plan, working closely with the NHS to develop the site masterplan and ensure the development had adequate parking provision for both visitors and staff. Our Environment team completed a Flood Risk Assessment and developed a water strategy that balanced the needs for Sustainable Drainage Systems (SuDs) and attenuation with the specific requirements of the Client. The proposals were approved by Nottingham City Council's planning committee in early 2016 with the development expected to open in late 2017.

Key Challenges

New developments have to demonstrate a commitment to above-ground SuDS following the recent introduction of Lead Local Flood Authority's as statutory consultees to planning applications. However the Client advised that open water features would not be appropriate due to the nature of the development and ground investigations showed that soakaway was not a viable means of surface water disposal. We advised the solution of connecting to the existing sewer network and providing attenuation volumes up to the 100-year plus climate change return period in the form of underground storage crates. We also recommended SuDs options in the form of permeable paving and filter strips.
