It promises to be one of the biggest infrastructure projects Britain has seen and the claims made for its ability to speed up travel sound like music to the ears of people stuck on the slow train to St Pancras or a bottleneck on the M1.Yet the strange thing about HS2, the second leg of a high-speed rail network which currently connects only London to Paris, is that it's a project which appears to have all the urgency of a snail.

While work is due to start soon on the first leg of this new phase, linking London to Birmingham, it will be still be many years before the first trains spring into action.
